(1) Backing weights and breaking strengths are measured after samples are in moisture equilibrium with an atmosphere of 50 + 2 percent relative humidity at 21 + 1 degrees C (70 + 2 degrees F).

The issue of ANSI B74.18 in effect on the date of the solicitation shall be used to determine compliance with stated requirements.
Workmanship. The workmanship should be equal to or be better in every respect than that which is considered good practice by industry.
